Milroy ran into the driver’s side of Phillips’ car.
He suffered serious injuries, but Tippecanoe County sheriff’s Capt. John Ricks said the department’s traffic reconstructionists were not called out, which would have been standard practice if the crash was a fatality.
Phillips was not injured in the crash. His passenger, Lauren Ward, 40, of Tinley, Illinois, complained of pain, but she refused medical treatment, according to the accident report.
